Cell-free stem cell conditioned medium is treated as outside the scope of the Act on the Safety of Regenerative Medicine. Whether the Act applies is judged case by case, based on the specific form of use. When used in medical care, appropriate physician judgment and thorough explanation to the patient are required. This product is also sold for research use only (RUO); any therapeutic use takes place under the responsibility of physicians at the medical institution. Under the March 31, 2020 revision of the food–pharmaceutical classification by the Ministry of Health, Labour and Welfare (MHLW), NMN was added to the non-pharmaceutical list and may be handled as a food. Note, however, that under the Pharmaceuticals and Medical Devices Act and the Act against Unjustifiable Premiums and Misleading Representations, claiming drug-like efficacy is prohibited.
